Microsoft has disabled throttling rules within the anti-spam features to provide further mitigation to the issue.

Majority of domains are now accepting messages without delay. The issue is expected to fully resolve once the change propagates through-out Microsoft systems.

We will continue to monitor delays until the issue is fully resolved.

    Thank you for your patience.

    Identified

Microsoft Exchange Online is experiencing a partial outage due to enforcement of an anti-spam model. This is causing delays in transactional and marketing messages delivery.

Note! Message delivery to Outlook (hotmail.com, outlook.com, etc) is not affected.

Next expected update from Microsoft is expected no later than today at 17:30 GMT+3.
